Eric Finley, Managing Director

Based out of the firm’s Dallas, TX office, Eric Finley leads business development efforts for Crescent Growth Capital in that state. Mr. Finley also keeps abreast of developments in New Markets Tax Credit financing and continuously deepens CGC’s relationships with Community Development Entities, tax credit investors, and other industry players through his regular attendance at industry events. Reflecting his experience in finance, Mr. Finley will, on an as-needed basis, assist in deal structuring and financial modeling.

Ray Rabalais, Managing Director

Professor of Law at Loyola University New Orleans, Ray Rabalais deploys his legal experience on behalf of Crescent Growth Capital through his responsibility for drafting and reviewing mandate letters, cooperative endeavor agreements, and any other legal arrangements pursued by CGC. Mr. Rabalais also continuously monitors the constantly evolving legal and regulatory environment. Having been active as an investment banker in both Louisiana and adjacent states for over thirty years, Mr. Rabalais’ sterling reputation and numerous contacts make him overall leader of Crescent Growth Capital’s business development efforts.

Troy Villafarra, Managing Director

A Chartered Financial Analyst with twenty years’ experience in the banking industry, Troy Villafarra leads Crescent Growth Capital’s deal structuring and financial modeling activities. Once the general structure of a tax credit financing has been finalized, Mr. Villafarra works closely with all involved parties to the transaction, deftly navigating the inevitable obstacles and steering the transaction to financial closing. On an as-needed basis, Mr. Villafarra will also assist the business development efforts of Managing Directors Ray Rabalais and Eric Finley.

Ryan Kenter, Director

Ryan Kenter leverages his mature banking and finance background by providing essential support to Crescent Growth Capital’s deal structuring and financial modeling activities. Mr. Kenter works in concert with Troy Villafarra during financial closing, updating structural summaries, closing checklists and flow of funds memoranda as necessary. Fully conversant with the “distressed criteria” used by the New Markets Tax Credit program, Mr. Kenter typically takes the lead in qualifying potential projects for NMTC financing. Mr. Kenter will also, on an as-needed basis, author project marketing pieces targeting Community Development Entities.

Frank Rabalais, Director

Bringing a background in history, historic preservation, finance and real estate to Crescent Growth Capital, Frank Rabalais leads CGC’s historic tax credit financing and historic preservation consulting efforts. Mr. Rabalais researches and prepares National Register of Historic Places nominations and Historic Preservation Certification Applications, and supervises for Crescent Growth Capital many of the firm’s strategic initiatives.

Dennis Martinez, DMAssociates

An economic development consultant with over twenty-five years’ experience executing public-private initiatives, Texas-based Dennis Martinez is a visible and active leader in San Antonio’s business and non-profit communities. Mr. Martinez assists Crescent Growth Capital by deploying his considerable community development abilities to bring complicated public-private transactions to fruition.
